Most of the confusion about rack permits in this corridor comes from one misunderstanding: people assume the rules follow the mailing address. They follow the parcel. A building with a Leesburg address may sit inside the town or outside it, and those are two different authorities with two different processes. This guide covers what Loudoun County Building & Development actually requires, when a permit is triggered, what the high-piled storage review adds, and how long to budget.
How Virginia Structures This
Virginia enforces the Uniform Statewide Building Code. The USBC is written and adopted at the state level, which means the technical requirements are consistent across the Commonwealth — but it is administered locally, so the office that reviews your drawings and issues your permit depends on where the building sits.
In Loudoun County that breaks down as:
- Unincorporated Loudoun — Sterling, Ashburn, Dulles, Ashburn Village, and the county's industrial ground generally. Loudoun County Building & Development is the authority.
- Incorporated towns — Leesburg, Purcellville, Round Hill, Hamilton, Lovettsville and Middleburg each have their own building official for parcels inside the corporate limits.
- Fire review — the Loudoun County Fire Marshal's Office handles high-piled combustible storage review across the county, including for most town parcels.
The practical consequence: confirm the jurisdiction from the parcel before anybody prepares drawings. Submitting a complete, well-prepared package to the wrong office costs the same weeks as submitting a bad one to the right one.
When a Permit Is Required
A building permit is required for pallet rack installations above threshold height and load. In practice, essentially every pallet racking system in a commercial building needs one — the exceptions are small shelving installations and light-duty storage that stays below the threshold.
We will tell you honestly which side of that line a project falls on. A short run of industrial shelving in a Reston back-of-house space frequently does not need a permit, and adding one to the invoice by default is not something we do.
What triggers the requirement in a typical project:
- Rack height above the threshold set by the code official
- Loads that require engineered anchorage to the slab
- Any storage above 12 feet of commodity, which brings the fire review in regardless
- Changes to an existing permitted system — reconfiguration, added levels, added runs
That last one catches people. An existing permit covers the system as it was permitted. Adding a beam level or extending a run is a change to the permitted configuration, not a maintenance activity.
What Goes in the Package
A complete submittal generally includes:
- Stamped engineering drawings sealed by a design professional licensed in Virginia. Out-of-state seals are not acceptable, which matters if your rack supplier is working from a national engineering department.
- Load calculations — beam capacities, upright capacities, base plate loads, and the ASCE 7 load combinations including seismic. Northern Virginia is a low-seismic region, but the calculation is still required and still has to be shown.
- Anchor details tied to the actual slab condition. Where the slab is post-tension, that means the anchor pattern is engineered around a cable map rather than a standard detail.
- Rack layout plan showing aisle widths, egress paths, clearances to sprinklers, and flue spaces.
- Commodity classification for the high-piled storage review.
The item that most often comes back with comments is the anchor detail, because it is the one that depends on information about the building rather than about the rack. If the slab thickness is undocumented, core it before the engineer designs the anchorage rather than after the reviewer asks.
High-Piled Combustible Storage Review
This is a separate review, running under IFC Chapter 32 as adopted through the Virginia Statewide Fire Prevention Code, and it is where projects most often lose time.
The trigger is commodity stored above 12 feet, dropping to 6 feet for high-hazard commodities. In a building with any meaningful clear height, you are over it.
Commodity classification drives how demanding the review becomes. Class I through IV covers most general merchandise. Group A plastics — which includes a great deal of product in plastic packaging, plastic totes, shrink wrap and polyethylene — carries the most stringent requirements and can require in-rack sprinklers at specified elevations.
That is the single most expensive thing to discover late. If your product is packaged in plastic, classify it before the rack is designed. Redesigning a permitted system to add in-rack sprinklers after the fact is dramatically more expensive than designing for them at the start.
The review also looks at flue spaces, aisle widths, clearance to sprinkler deflectors, and whether solid decking blocks water penetration. These are rack decisions and sprinkler decisions at the same time, which is why we bring the facility's sprinkler engineer into the conversation before drawings are finalised.
Timelines
Budget three to six weeks for review in Loudoun County on a complete submittal, longer where the high-piled storage review raises questions or where the commodity classification is contested. Engineering time sits in front of that — allow another one to two weeks for drawings once the layout is settled.
The variable nobody controls is resubmittal. A package that comes back with comments restarts a review cycle, and two rounds of comments can double the elapsed time. Most resubmittals we see are avoidable: incomplete anchor details, a missing commodity classification, or an out-of-state engineering seal.
Submit the building permit and the high-piled storage review on the same day. They run concurrently if you let them and sequentially if you do not. This is the single most common self-inflicted delay on rack projects, and it is free to avoid.
Where Loudoun Differs From Its Neighbours
If you operate across the corridor, it is worth knowing that the surrounding jurisdictions are genuinely different offices, not branches of one system:
- Fairfax County Land Development Services reviews Chantilly, Centreville, Reston and unincorporated Fairfax. Separate process, separate requirements, generally a longer queue.
- The City of Fairfax is an independent city with its own building department, entirely separate from Fairfax County despite sitting inside it and sharing the name.
- Prince William County reviews Gainesville, Bristow and the unincorporated I-66 corridor.
- The cities of Manassas and Manassas Park are independent cities again, each with its own authority.
- The towns of Herndon and Haymarket run their own building officials for parcels inside their limits.
Drawings prepared for a Sterling building are not simply re-submittable for a Chantilly one. The engineering may largely carry over; the submittal does not.
Practical Steps
- Confirm the reviewing office from the parcel, not the address. This is the cheapest thing on this list and the most frequently skipped.
- Classify the commodity before the rack is designed. Group A plastics changes the system, not just the paperwork.
- Verify the slab before the engineer designs the anchorage. Core it if the thickness is undocumented; scan it if it is post-tension.
- Use a Virginia-licensed engineer. An out-of-state seal is a guaranteed resubmittal.
- Submit both reviews together. Concurrent beats sequential by weeks, at no cost.
