Storage for Data Center Support Facilities: Why Density Is the Wrong Goal

Loudoun County holds the densest concentration of data centers on earth, and the storage that serves them does not behave like any other warehouse in the corridor. The buildings that matter for racking are not the data halls — they are the support space around them: spare parts rooms, cable and consumables storage, contractor laydown, and the distribution operations feeding a construction pipeline that has not stopped in twenty years. The economics are inverted compared with distribution. In a regional DC, a pallet position is a cost to be minimized. Here, the storage system exists to guarantee a specific part is in hand within minutes, because the alternative costs more than the entire rack system.

The Cost Asymmetry That Drives Every Decision

Start with the arithmetic, because it explains everything that follows. A conventional distribution operation optimizes storage cost per pallet position: rent, rack, labor, divided by positions. Getting 15% more positions into the same footprint is a real and measurable win.

Data center support storage optimizes something else entirely. The inventory is there to prevent an outage. The parts are frequently high-value and low-volume — optics, line cards, power distribution components, spare drives, specific cable assemblies — and the operational cost of not finding one quickly dwarfs any plausible saving from denser storage. Nobody in that building is going to thank you for 15% more positions if the consequence is that a technician spends twenty minutes moving pallets to reach a part.

So the design brief inverts. Access beats density. Every SKU on a pick face. Nothing buried behind anything else. That is not how we would lay out a distribution building, and it is exactly right here.

What That Looks Like in Practice

  • Shallow selective, not deep lanes. Drive-in, push-back and double-deep all store more and bury inventory behind other inventory. In this application they are the wrong answer almost without exception.
  • Wire decking throughout. Open decking keeps sightlines clear, lets a technician see what is on a level without pulling it, and satisfies sprinkler water penetration requirements without argument.
  • Shelving where nothing sits on a pallet. A large share of this inventory never sees a pallet. Industrial shelving with disciplined bin locations is frequently more useful than pallet rack, and we will say so rather than selling rack for the sake of it.
  • Carton flow at the case-pick level. For consumables that move constantly — cable ties, labels, filters, connectors — gravity-fed carton flow at the pick face beats static shelving on both speed and rotation.
  • Cantilever for reel and conduit stock. Cable on reels and long conduit will not sit sensibly on a pallet. Cantilever along one wall solves it and stops the floor filling with loose stock.
  • Location addressing that a stranger can follow. The person retrieving the part at 3am may not be the person who put it away. Clear, sequential, labelled locations are worth more here than in any other building type we work in.

Construction Staging and Contractor Laydown

The second storage type in this market is temporary by intent. Construction staging for an active build holds heavy, irregular, high-value material — switchgear components, conduit, cable, structural steel, mechanical equipment — and the building it sits in changes with the build phase.

The mistake we see is treating a staging system as permanent and then paying twice: once to install it, again to tear it down and move it when the phase ends. Where the operation is genuinely phase-linked, we specify the system as relocatable from the start. That means bolted rather than welded connections where practical, standard component sizes that can be reused rather than bespoke runs, and an anchor approach chosen with removal in mind. It costs slightly more up front and considerably less over three phases.

Heavy-duty selective and cantilever carry most of this work. Load capacities run higher than a typical distribution spec, because a pallet of electrical gear is not a pallet of cartons, and we size beams to the actual load rather than to a catalog default.

Working Around Live Operations

Support storage cannot go dark. That is the single most important scheduling constraint in this market, and it shapes how we run the job rather than being a complication bolted on at the end.

In practice that means phasing the work zone by zone so the aisles a technician needs stay reachable throughout; keeping the highest-velocity SKUs accessible at every stage rather than relocating everything at once; scheduling loud, dusty or lift-heavy work outside the windows the facility tells us matter; and agreeing the sequence in writing before anybody arrives. Where the facility runs escort or access procedures, our crews work to them.

It is slower than racking an empty building. It is also the job, and pricing it honestly at quote time is better than discovering it in week two.

Building Types Around Route 28 and Route 7

The support space itself is mostly conventional flex and light industrial, and it is worth setting expectations about what you are working with:

  • Route 28 and Sully Road flex — 18-to-26-foot clear, shallow bays, multi-tenant. Bay geometry usually limits depth before budget does.
  • Sterling Park and Shaw Road industrial — 16-to-22-foot clear, older single-story stock. Slab thickness is frequently undocumented and gets cored before anchor design.
  • Route 7 and Loudoun County Parkway — 24-to-32-foot clear, newer product with better dock ratios. Here there is real height to use, though the access-over-density logic still applies to the parts inventory itself.
  • Purpose-built support space — increasingly common, and the easiest to design for because the storage requirement was known when the building was.

Permitting

Sterling, Ashburn and Dulles are unincorporated, so Loudoun County Building & Development is the authority for essentially all of this work. Rack systems need a building permit with drawings sealed by a Virginia-licensed design professional above threshold height and load, and storage above 12 feet triggers a concurrent high-piled combustible storage review under IFC Chapter 32.

One detail specific to this application: commodity classification is not always obvious. Electrical components in plastic housings and cable on plastic reels can push a room toward Group A plastics, which carries the most stringent requirements in Chapter 32. Classifying the commodity before the rack is designed is cheaper than redesigning it after the fire marshal's comments come back.

Practical Steps

  1. Bring the actual pick list, not the pallet count. The right system here follows what gets retrieved and how often, not how many pallets fit.
  2. Say plainly what cannot go offline. We phase around it, but only if we know about it before the schedule is set.
  3. Decide whether the system is permanent or phase-linked. If it moves with the build, specify it relocatable from day one.
  4. Classify the commodity early. Electrical and cable inventory frequently classifies higher than people expect.
  5. Resist the density pitch. If someone offers you 30% more positions in the same room, ask what it costs you in retrieval time — and whether that trade makes sense in a building where downtime is the whole risk.
